In the year 1923 the Prefect Don Carlos Leon Velarde commissioned the plans for the city and the Plaza de Armas, being developed by Messrs. Carlos V. Pajares and Alferez Carlos Briolo. The roundabout of the square is a legacy of the Japanese colony is a building formed by a small four-sided tower. It was originally built in wood and was thus maintained until the third building, now in its final construction cement was used. Even today you can see that the tower is adorned by watches donated at that time by the company “citizen”. It is the main center of meeting of the population especially at weekends and it is here where they perform the major civic ceremonies and traditional festivities of the city.
